Job Summary
Galapagos Federal Systems LLC is seeking an enthusiastic and well-qualified individual to join our team of diverse professionals as a Program Security Specialist Level Three.
In this crucial role, you will be an integral part of our program security team, ensuring comprehensive coverage of Collateral, SCI, and SAP security programs while efficiently managing daily workloads. You will oversee and execute personnel, physical, industrial, and information security requirements for our esteemed USSF Customer, coordinating all facets of DoD security programs with precision.
Your expertise will be vital in coordinating and conducting personnel security operations within the Defense Information System for Security (DISS) and the Joint Access Database Environment (JADE), ensuring seamless security indoctrinations to facilitate the rapid integration of our workforce. You will also be at the forefront of coordinating and executing in/out processing procedures for military, civilian, and contractor personnel, and providing access control within multiple secure facilities.
As a security subject matter expert and advisor, you will offer invaluable guidance to both civilian security personnel and senior leadership. Your support will extend to facilitating government inspections and audits, ensuring compliance with regulations and standards.
Moreover, you will be entrusted with conducting thorough reviews of current policies and Standard Operating Procedures (SOPs), presenting well-crafted SOP drafts and proposals to government decision-makers.
Compensation Minimum: $115,000
Compensation Maximum: $125,000
Job Requirements:
Skills / Experience Required
- Top Secret with Sensitive Compartmented Information (TS/SCI) eligible
- 4+ years' experience in SAP/SCI environment and worked in this environment within the last five years
- 10+ years of relevant experience within the Department of Defense (DoD), offering a deep understanding of the intricacies of defense operations
- HYSEC), Information Security (INFOSEC), Personnel Security (PERSEC), and Industrial Security (INDUSEC), ensuring comprehensive coverage and adherence to regulatory standards
- Physical Security and Risk Management/Safeguarding of Classified Information
- Perform destruction of classified materials
- Assist in the processing of inbound and outbound data transfer files
- Performs research, processing, filing, and maintaining of inbound and outbound visit notices
- Escort facility visitors, associated logs and badging for portfolio days
- Assists physical security personnel with entry and exit inspections, and maintenance of facility access control entry systems, to include visitor control
- Conducts thorough assessments of security vulnerabilities throughout acquisition and development processes, proactively identifying preventive measures to mitigate risks upon system completion and transition
- Create, update and provide feedback on policies and procedures for use of secure facilities (SOPs, OPSEC plans, etc.), as required by the PSO, and mission partner security
- Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff functions and activities to secure cooperation and convey information relative to proposed changes in assigned program(s)
- Exercise critical thinking, judgement, and initiative to determine the proper approach to solve complex problems and prioritize/develop task or projects in processes and procedures within Collateral, SCI and Program Security, while supporting a fast-paced, professionally diverse acquisition workforce
- Utilize Defense Information Security System (DISS), as the DoD enterprise system of record for SCI and Collateral Security PERSEC and the Joint Access Database Environment (JADE) for Program PERSEC
- Verify accesses, create program access requests (PARs), and determine Program access eligibility as a Special Access Program Personnel Security Officer (SPO)
- Provides guidance on classification marking, accountability, control, storage, safeguarding, downgrading, declassifying, and destruction procedures for classified materials
- Ensures compliance of physical security program for facility assigned
- Support security compliance team with required documentation such as annual self-inspections, Fixed Facility Checklists and other procedures
- Assist managers with the policies, instructions, procedures, control systems and methods for such activities and functions as safeguarding and use; personnel access controls; need to know criteria; physical storage and control; and transmitting, transferring, reproducing, emergency protection and removal, destroying of classified information
- Ensures lessons learned are incorporated into the curriculum for Collateral, SCI and SAP security education & awareness programs
- Understands and exercises the Special Access Program Nomination Process (SAPNP) for personnel
- Coordinates with Program Management on program access requests (PAR) and SCI nominations, ensuring proper vetting of candidates before access approval
- Supports and maintains sponsorship over multiple mission partner SCI indoctrinated individuals ensuring training and reporting, are executed properly at each partner facility
- Reviews Program Security Classification Guides (SCGs) for administrative, formatting and marking purposes in coordination with responsible PM
- Conduct and document facility reviews, and facility close-outs for supported programs
- Monitor, report, and track all corrective actions resulting from compliance reviews
- Travel to support program management team to industry and/or government locations and organizations
Education / Certifications - Master of Arts (MA), Master of Science (MS), or Master of Engineering (ME) degree, with the flexibility to consider extensive work experience as a substitute for formal education.

Security Clearance Must be a U.S. Citizen. A high-level Department of Defense active security clearance is required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.
Physical Requirements Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
