Job Description:
The State of Nebraska's Department of Health and Human Services is seeking a dedicated Budget Analyst to become a key member of our Budget Team within finance. The ideal candidate will have excellent analytical and leadership abilities, combined with a keen attention to detail. Examples of Work

What you will do as a Budget Analyst:

This position is responsible for the preparation, forecasting, monitoring, and financial reporting of the Agency's administrative budget. This includes:

  • Coordinating, monitoring, forecasting and managing the timing of cash flows for grants, cash funds, and general fund appropriations;
  • Interpretation and application of state and federal laws;
  • Development of legislative fiscal notes, budget requests, and ad-hoc requests from Senators, the Legislative Fiscal Office, the Governor's Budget Office, and the Governor's Policy and Research Office;
  • Preparing monthly budget reports for the Division Directors, and other ad-hoc reporting and analysis requests.

Requirements / Qualifications:

Minimum Requirements: A bachelor's degree in business, accounting, finance, economics, or public administration; or an equivalent combination of education and experience in technical budget analysis or fiscal management work.

Preferred Requirements: Bachelor's degree in business administration, accounting, or related field plus four years of related experience.

Knowledge, skills and abilities:

Knowledge of: organizational budgeting and accounting policies and procedures, techniques and procedures of financial research and analysis; knowledge of Excel native functions used for transforming and analyzing data.

Ability to: integrate data from multiple sources using MS Excel and/or MS Access; conduct budget/fiscal analysis to identify trends and formulate conclusions.
