Are you ready to lead a dynamic team in a mission-driven environment? We're seeking a Facility Operating Officers to spearhead operations at our Youth Rehabilitation Treatment Center in Kearney. This position serves a population of adolescent males. This pivotal role is perfect for a strategic thinker who thrives on optimizing performance and driving improvements. The successful candidate will have experience managing a team and demonstrated knowledge of youth residential facilities, regulations, compliance, and treatment programming.
The Facility Program Manager serves a critical role in assisting with the operation of the Youth Rehabilitation and Treatment Center in Kearney to ensure safety, security and program strategies are maintained to promote excellent treatment services and a strong quality of life for the youth. The YRTC-Kearney uses an evidence-based treatment program to meet the needs of male youth offenders through a fully accredited school, mental health services, religious services, a recreation program, and volunteer and community services. The facility is fully accredited by the American Correction Association, the Performance-based Standards/council of Juvenile Correctional Administrators, and complies with PREA, Prison Rape Elimination Act, standards.
Hiring Rate: Dependent on experience.
Location: YRTC in Kearney
Schedule: Monday through Friday, 8:00 AM to 5:00 PM with On Call responsibilities.

As the Facility Program Manager, you will:
• Oversee juvenile rights.
• Direct proper use of buildings, grounds, & equipment to maintain security.
• Direct supervision of staff in facility living units and the areas of security, recreation, and within various sub-units.
• Work with staff to solve issues & respond to changes in statutes, policies & standards.
• Lead investigations; oversees discipline of youth.
• Monitor emergency evacuation plan.
• Assume responsibility for the facility in the absence of the Facility Administrator.
• Serve in on-call capacity on rotating basis.
Requirements / QualificationsMinimum Qualifications: Bachelor's degree in human services, Administration, or related field. Related coursework, training and/or education may substitute for the bachelor's degree on a year-for-year basis. Knowledge of principles & practices of institutional programming including educational/vocational training & rehabilitation programs; and security requirements & techniques required. Supervisory / management experience.
Preferred Qualifications: Experience in Juvenile Justice services, experience in management principals and knowledge; experience with relevant case law; demonstrated ability to supervisor management staff.
Other: Valid driver's license.
Knowledge of: principles and processes involved in business and organizational planning; coordination and execution such as strategic planning, resource allocation, staffing modeling and leadership; policies and practices involved in Human Resources functions including recruitment, selection, training, labor relations and employee relations; budget formulation and administration practices.
Ability to: communicate effectively to a variety of individuals; listen and understand information presented by others; apply deductive and inductive reasoning to variety of situations; apply original solutions to topics or situations and handle sensitive situations.
Skill in: managing financial resources; evaluating facility operations; identifying problems; gathering information; determining effective solutions; and managing Personnel and material resources.
