Job Description:
The DHHS Department of Children and Family Services is seeking an individual with a passion for "helping people live better lives" to join their team as a DHHS Foster Care Resource Developer (FCRD)! The Support Resource Developer Position is essential because they provide support to traditional, relative, and kinship homes who provide placement for children in the child welfare system.

The Support Foster Care Resource Developer works directly with foster homes, as assigned. We support relative and kinship (family known to the child) that is a child specific home. We also support traditional licensed homes, who accept placement of children previously unknown to them.

The assigned Foster Care Resource Developer will:

•Complete home visits for foster homes that have current placements, monthly, to ensure all their needs are met. Sees the children at least every other month, in the foster home setting. This sometimes requires after-hour or weekend appointments.

•Keep in regular contact with the foster parents and CFSS (Case Manager) through phone calls, text messaging, emails and responds in a timely manner.

•Attend family team meetings, court hearings, school meetings, etc. as requested by the assigned CFSS.

Other duties of the FCRD include:

•Document all home visits, phone calls, text messages, emails, meetings, (etc.) with foster parents and CFS team.

•Support foster homes by referring them to community resources, training opportunities, and providing other supports.

•Work with assigned foster homes on licensing to comply with IV-E funding. This includes providing training opportunities and complete licensing documentations.

•All adults over the age of 18 years old are required to be fingerprinted within 7 business days of placement. This can be done by an outside agency and/or FCRD will conduct these fingerprints (following provided training).

•Contract out home studies and/or complete home studies. The type of home studies completed are initial, relative/kinship, update, adoption, ICPC, parental, and/or suitability.

•Complete a walk-through for ICPC placements and get a report to the ICPC team timely.

•Address any placement concerns for assigned foster homes. Set up a meeting with the assigned CFSS, supervisors, and foster parents to address any concerns, in a timely manner.

•Review completed background checks, for accuracy.

•Complete Recruitment Activities.

•Other duties, as assigned.

Hiring Rate: $18.626 per hour - Non-Exempt

Work Schedule: Monday - Friday; 8:00 AM - 5:00 PM

Dress Attire: Business Casual

Requirements / Qualifications:

Minimum Qualifications: Post high school coursework/training in social work, sociology, counseling, guidance, psychology, child development or related field and experience in resource development, eligibility determination or contract monitoring within a public service organization. OR Bachelor's degree in any of the fields listed above.

Preferred Qualifications: Bachelor's degree in human/social/behavioral sciences, public administration, health sciences, public health, education, law or related field OR experience in the development of operational policies and procedures, performing quality assurance analysis/evaluation of programs; contract management, or leading community-based human/health/social care groups.

Knowledge, Skills, and Abilities:

Knowledge of: human and social work and management theory; the structure of organizations; state, local and federal laws and programs relating to social service programs; available funding sources; human dynamics; learning/teaching techniques.

Ability to: relate well with a diverse number of individuals or organizations; analyze community's present needs and recommend programs to achieve desired results; work with people in a variety of roles (leadership, cooperation, education, networking).

Skill in: persuading others to adopt programs; presenting information to groups or individuals in oral or written form; problem solving; prioritizing; goal setting; conflict resolution.
