Job Description:
This position is responsible for administrative and programmatic oversight of the federal grant programs available to the Nebraska Commission on Law Enforcement and Criminal Justice. Funding will be provided through the US Department of Justice, the Bureau of Justice Assistance, and other federal partners. These grants are an important source of funding for state and local stakeholders engaged in programs targeting law enforcement initiatives, domestic violence, crime victims, juveniles, and other criminal justice concepts. This position will be responsible for grant management activities with stakeholders and will serve as the direct point of contact with federal and state grant authorities. This position will assist the Federal Grant Program Administration with fiscal and compliance management of grant funds.

This position can be underfilled, with the potential of becoming a Level III. Must complete required minimum qualifications for a Federal Aid Administrator III within the first year of employment. Should these requirements not be met, work status and requirements will be assessed at that time. Starting pay for Level II is $22.853 per hour. Level III starting pay is $26.411 per hour.

Job duties

• Maintain up to date knowledge of federal and state grant program requirements; Ensure compliance with federal regulations and special conditions.

• Serve as the liaison between the federal awarding agency and the State;

• Serve as Grant Administrator on the federal grant, responsible for federal grant reporting, grant application submissions, special conditions compliance, closeout procedures, coordinating with Director of Budget and Accounting, Director of Grant Finance, Director of Federal Programs, Director of Justice and Youth Programs on grants.

• Responds to desk reviews and certification issues;

• Responsible for coordinating, writing, implementing, updating, and submitting the Implementation Plan.

• Manage, monitor, review, submit reports and ensure subgrantees are submitting reports timely and completely.

• Administration of sub-grants.

• Provide programmatic and financial grant and subgrant management and oversee the subgrant monitoring process to ensure appropriate use of the award funds and subgrantee compliance with federal and state laws, rules, and regulations associated with the receipt of the award funds.

• Develop processes for subawarding funds for meeting the goals and objectives as well as any requirements of the federal awarding agency as listed in the Implementation plan.

• Coordinate federal grant monitoring, site visits, and compliance audits as scheduled by the federal awarding agency and other federal oversight agencies, such as the Office of the Inspector General (OIG) and/or the Office of the Chief Financial Officer (OCFO).

• Provides technical assistance to other agency staff in proposing projects and developing legal and financial support documents to ensure guidelines and deadlines are met.

• Reviews statutes, rules, and regulations associated with agency projects to determine their application to fiscal and grants management practices. • Plans audit procedures and reviews budgets to ensure the efficient use of funds; recommends appropriate fiscal corrections or changes for consideration by the project manager.

• Assists agency staff in maintaining and updating various federally funded activities and in writing extensive activity and progress reports.

• Review requests for reimbursement; Monitors payments to grant providers/recipients to ensure the proper allocation/distribution of funds.

• Oversees and coordinates the development of contracts and other mechanisms used by project managers to manage state and federal aid funds.

• Maintains a roster of proposed projects and determines the priority rating of each project based on an analysis of the needs of the grantee and the state.

• Audits financial records and reports and recommends areas to be reviewed by the site review team.

Requirements/Qualifications

Minimum Qualifications:

Federal Aid Administrator II: Bachelor's degree in business administration, accounting, or other appropriate curriculum, plus two years of significantly related work experience, or a combination of education and experience equivalent to the above requirements. Experience can be substituted for education on a year for year basis.

Federal Aid Administrator III: Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, OR related fiscal field, and four years experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work. Additional years of experience in the area listed may substitute for the required education, on a year-for-year basis.

Preferred Qualifications: Experience understanding, implementing, explaining and applying complex rules and regulations and laws. Prior grant management experience is strongly preferred. Education in accounting, finance, and/or law are strongly preferred. Experience with federal grants; experience with programs and services that support crime victims and survivors.

• Established policies, procedures, practices of the Nebraska Crime Commission. Skills: active listening; asking questions; understanding instructions; using word processing; creating spreadsheets, charts, graphs, and reports; managing time, schedules, and priorities; monitoring and assessing program performance; applying critical thinking techniques. Abilities:

• Exhibit strong attention to detail, critical thinking skills, and good listening and comprehension skills.

• Strong Customer Service Skills: Possess and demonstrate a positive attitude, empathy, and patience when working with customers.

• Develop and present information or written materials to variety of audiences.

• Communication/Language: Possess and demonstrate effective oral, written and listening skills. Ability to read, analyze, and interpret various documents as well as the ability to train others in performing duties and tasks. Knowledge of formats used in written business communications. Communicate orally and in writing with agency staff and the public.
