Job Title:Grants and Contracts Management AnalystDepartment:Engineering | Research Administration

This position manages all sponsored research activities for the Electrical & Computer Engineering (ECE); oversees complex external research funding and provides support to Principal Investigators (PIs); This position reports to the Engineering Research Administration Contract Management Manger and has a dotted report line to the ECE department chairs and business manager to develop strategies to advance the research goals of the unit; coordinates preparation of unit research proposals and manages all unit sponsored research activities; identifies, investigates and evaluates new sources of government and industry funding opportunities when possible and makes recommendations to faculty; provides technical assistance to ECE faculty related to external funding; to accomplish Engineering and unit goals, this position works closely with the unit finance team to maintain compliance with fiscal and human resource controls; serves as liaison between faculty, research groups and various constituents, including, but not limited to the Office of Sponsored Programs (OSP), Office of Research (OR) and unit administrative staff; acquires program guidelines, forms and relevant information; calculates and reviews grant budgets and subcontract materials according to sponsor guidelines; submits proposals; administers and monitors the expenditures of funded research grant including coordination of personnel appointments, procurement, travel, cost sharing, release time, etc. with unit staff and internal/external partners; rectifies financial discrepancies; initiates, reconciles and resolves issues with financial discrepancies, procurement, journal entries and general ledger transactions related to grants; audits research grant expenditures to assure appropriate compliance and cost sharing commitments are met; works with OSP database (PI Portal), OSU financial system, OSU Workday; resolves contractual issues with PIs, ESPS and OSP;; ensures all University and College policies are followed and all supporting documentation conforms to University guidelines; provides comprehensive information on policies, procedures, and programs to unit faculty and staff; maintains OSP project files; serves as point of contact for grant fiscal and procurement related matters for all faculty and staff; compiles and analyzes departmental statistics of faculty grants as needed; develops, analyzes and prepares a variety of financial reports related to departmental grant activity; develops projections to assist PIs with grant account management and milestone requirements; initiates no-cost extensions and close-out requests; develops policies, priorities and plans for specific communication and information projects to support unit goals; This position requires an advanced understanding of sponsor and institutional regulations and must be able to interpret and communicate highly complex sponsor guidelines, University policy and procedures, state and federal law, and industry best practices to PIs and department/college administrators to ensure compliance with sponsor and University policies; assist ERA Contract Manager with planning of team meetings, establishing and/or participating in cross-unit teams to develop business processes and/or training materials as needed, reviewing and analyzing of business processes, serving as job coach for less experienced team members. Minimum Education Required:
Bachelor's Level Degree or equivalent combination of education and experience with a Major in accounting or business administration


Additional Education Desired:
Master's Degree or equivalent combination of education and experience


Experience

Required:
4 years of financial or grants management experience or an equivalent combination of education and experience; proficient in the use of MS Office applications; excellent data analysis skills including the mastery of spreadsheet and data analysis tools; must have effective written and verbal communication skills.


The target hiring range for this job profile is $58,700- $77,200. The actual salary paid to an individual will vary based on multiple factors, including but not limit to, education, years of experience, internal equity, etc.
