The HR Coordinator position is located at HSSB, assisting the offsite community clinics. This position enhances the operations of the department by providing advice and guidance to the unit leadership and employees, and performing transactions within all subject matters of Human Resources. Key areas of responsibility include HR transactions and maintenance of employee information, consultation, compliance, compensation and employment, reward and recognition, performance and leave management, communication and strategic planning and analysis.

Talent Management & Engagement

• Coordinate recruitment activities for P&S (non-bargaining), SEIU, and merit.

• Develop interview questions and work samples, as needed.

• Prepare and submit requisition in OTAC; complete external advertising.

• Rate applicants and recommend candidates for interviews; complete phone screens, as needed; complete pre-interview report; participate in interviews.

• Submit reference request and review references; complete salary query and recommend salary offer; prepare offer letter; submit search and selection summary; extend offer; liaise with candidate through negotiations.

• Upon acceptance of offer, coordinate onboarding process; complete HR orientation with employee.

• Provide length of service awards to supervisors for dissemination to staff; provide resources and information for effective delivery of awards; complete intake with supervisors for requests for flex pay, spot awards or other special compensation.

• Partners with managers and supervisors to update position control charts.

• May assist with employee engagement initiatives and surveys.

Provider Credentialing:

• Work with HR Manager and Family Medicine to coordinate the provider credentialing process for providers within the UI Community Clinics.

• Facilitate credentialing process for new providers (ARNPs, PAs); coordinates sending out the credentialing packet and instructions; follow up, as needed; receive credentialing packet; ensure completion of billing packet; send completed credentialing packet to the Clinical Staff Office (CSO).

• Serve as liaison with CSO during the credentialing process of new providers.

• Keep clinic management team and respective divisions/units informed of credentialing progress, and notify them of any delays or issues; escalate to supervisor and administration leadership, as needed.

• Receive re-credentialing forms from CSO and facilitate completion with providers; follow up, as needed; escalate to supervisors/leadership, as needed.

• Resolve any re-credentialing/licensing issues; work closely with HR Manager and Lead Advanced Practice Provider - UI Community Clinics.

• Receive and review Interim Monitoring Reports from CSO; remind providers and Lead Advanced Practice Provider of any upcoming license renewals/certifications; ensure staff is aware of consequences of non-renewal.

• Collect licensure/certification renewals and update the Compliance & Qualifications (CQ) System, as needed.

• Compliance with Policies, Laws & Regulations

• Monitor completion of compliance requirements; prepare weekly compliance reports for review with HR supervisor.

• Follow up with Employee Health, Health Care HR, and other central resources regarding questions or issues with the Compliance & Qualifications (CQ) system.

• Respond to questions/inquires and provide guidance related to compliance requirements.

• As directed by HR supervisor, initiate extensions in CQ; request extensions for health-related compliances through UEHC.

HR Program Administration & Operations

• Review and audit timecards for assigned divisions/units; ensure compliance with applicable law (e.g. FLSA), University policies, and collective bargaining agreements; identify leave that may qualify as FMLA and submit requests to the UIHC Leave and Disability office; review and address critical exceptions in ELMS; identify trends or patterns that may require further follow-up; answer questions from supervisors and staff; run comprehensive payroll reports and address follow-up items, as necessary.

• Initiate HR transactions to effectuate change of status, leaves of absence, career development, special compensation, termination, appointment, etc.

• Provide information and direction to separating employees to ensure end of employment items are completed; complete exit interviews and debrief with HR Director.

• Evaluate requests for unpaid appointments; collect relevant information; ensure compliance with FLSA and University policies; complete appointments in Self-Service.

Advising/ Communication

• Provide advice and guidance to supervisors concerning job design, classification, managing attendance issues, employee disputes and complaints, performance management issues and requests for reasonable accommodations.

• Work closely with supervisors to identify and develop effective HR solutions, including training and development plans, performance improvement plans, and facilitation of mediation meetings.

• Communicate with staff and provide basic 'how to' instructions and guidance regarding policies and practices such as payroll applications, compliance issues, and employment inquiries.

• Schedule face to face meetings, initiate phone call discussions and support communication with email updates.

Strategic Planning

• Communicate information, policies and operational changes to assigned divisions/units; provide input on development of policies and procedures within the department; provide recommendations regarding changes to processes, practices and strategies.

• Identify opportunity to improve systems and processes, achieve efficiencies and/or improve service delivery.

• Assist with implementation of HR practices/policies and programs within department. May assist with promoting, advocating and communicating changes within the department.

Compliance with Policies, Laws and Regulations

• Run HR reports, as needed; follow up to ensure compliance; follow up with assigned clinic to address outstanding compliance requirements.

• Evaluate requests and exercise discretion and judgment in providing confidential information to appropriate parties internally and externally.

• Collaborate with HR Specialist regarding immigration documentation; follow up on all immigration.

• Monitor training compliance and inform supervisors of status.

Community clinics, including Quick Cares and Urgent Care, in the Muscatine, Riverside, and Iowa City corridor, UICC is home to providers and staff that provide comprehensive care outside of the hospital setting and give the community a sense of care whenever they need it most.

Schedule: Work hours vary Monday through Friday between 8:00 AM - 5:00 PM

Requirements:
  • A Bachelor's degree in Human Resources Management or Business Administration or related field, or an equivalent combination of education and experience.
  • Minimum of one year of experience in human resources.
  • Demonstrated excellent verbal and written communication and interpersonal skills.
  • Must possess strong organizational and analytical skills and attention to detail.
  • Demonstrated proficiency with Microsoft Office and computer software applications
  • Driver's license and ability to meet UI Fleet Safety Standards.
Desired Qualifications:
  • Prior experience in multiple HR program areas, including recruitment, performance management, employee relations, and classification and compensation.
  • Working knowledge of state and federal regulations affecting human resources.
  • Ability to be organized, flexible and multi-task in a high volume and fast-paced environment.
  • Knowledge of University policies, procedures and HR systems.
