Overview:

ACS Professional Staffing is looking for an employee to work on-site with our client. The IS Project Manager position is responsible for professional-level planning and coordinating large-scale projects with minimal supervision and in compliance with company procedures and standard processes. This position is responsible for overseeing all aspects of project implementation, ensuring work is completed safely, efficiently, and within budget. This includes project planning, budgeting, resource allocation, quality control, and risk management. The manager also serves as the primary customer interface, resolving technical issues, and developing policies to ensure regulatory compliance. This full-time position is located in Richland, WA.

Pay range: $59.48 - $86.92

Responsibilities:
  • Provide oversight of staff involved in project planning, leading, controlling, and monitoring.
  • Ensure work is implemented safely, with quality, on schedule, and within budget.
  • Manage all aspects of project implementation, including budget management, work package preparation, parts procurement, industrial and nuclear safety, work prioritization, resource loading, and execution.
  • Resolve schedule delays and conflicts.
  • Make high-risk decisions to manage the Agency's risk.
  • Address enterprise resource issues related to projects.
  • Develop Agency policies to ensure regulatory compliance.
  • Create and track budgets for assigned projects.
  • Maintain progress through regular communication with clients, engineers, and management.
  • Develop and manage contracts and vendor relationships.
  • Prepare and deliver written and oral communications to various stakeholders, including senior management.
  • Develop and maintain long-range planning strategies for assigned projects.
  • Support the implementation of the Columbia Generating Station Self-Assessment and Corrective Action Programs.
  • Direct, coach, and mentor lower-level project managers.
  • Support biennial refueling outages as needed.
  • Formulate and define cyber system scope and objectives under general direction.
  • Serve as a technical program expert in specialized areas of Cyber Security.
  • Provide technical input and advice on medium to large information technology projects.
  • Modify processes and procedures to solve complex problems considering resources, budgets, and schedule constraints.
  • Develop broad and specialized program oversight plans, providing functional planning and technical expertise.
  • Offer consulting services on IS regulatory cyber programs to improve work processes and resolve business problems.
  • Gain a thorough understanding of the customer's business, including goals, objectives, and processes.
  • Provide quality input and documentation reviews for compliance with program requirements and regulations.
  • Coordinate program changes, assessments, audit processes, and training with impacted customers.
  • Manage the development of renewable energy generation and energy storage projects of varying types and sizes.
  • Create resource solutions for public power electric utilities and other commercial entities from feasibility through construction.
  • Understand renewable energy generation and energy storage technologies comprehensively.
  • Stay well-versed in federal and state environmental regulations and permitting processes related to renewable energy.
  • Coordinate all phases of development for renewable energy projects, ensuring stakeholder needs are met.
  • Form and lead project teams.
  • Prepare project development and business plans.
  • Identify and develop project sites.
  • Manage procurement of major equipment and construction services.
  • Arrange for and coordinate oversight of construction management services.
Requirements:
  • Bachelor's degree from an accredited college or university in a technology or business discipline and 10 years of nuclear plant experience (with at least 5 of these years of experience in a core nuclear department - Operations, Engineering, Maintenance, Training)
  • OR Associate's degree from an accredited college or university and 12 years of nuclear plant experience (with at least 5 of these years of experience in a core nuclear department - Operations, Engineering, Maintenance, Training)
  • OR in lieu of degree, 14 years of nuclear plant experience (with at least 5 of these years of experience in a core nuclear department - Operations, Engineering, Maintenance, Training).
  • A high school diploma or GED is required.
  • Knowledge of planning, scheduling, estimating, work management systems.
  • Knowledge of and ability to apply management practices leading to the optimization of available resources.
  • Knowledge of basic project management techniques.
  • Leadership skills using appropriate interpersonal styles and methods to guide and coordinate individuals and groups to achieve successful results.
  • Ability to exercise sound judgment, weighing alternative courses of action and making decisions that are based on factual information and rational assumptions, taking organization resources into consideration.
  • Demonstrated ability in planning and organizational skills.
  • Strong verbal and written communication skills.
  • Must establish goals, set priorities, and maintain an awareness of interrelationships among activities.
  • Possess strong project management skills and abilities, including leading projects and initiatives.
  • Ability to develop cost to benefit analysis in support of major maintenance project or Program options.
  • Ability to apply applicable technical specifications, code requirements, and standards.
  • Ability to direct, coach and mentor lower-level Project Managers.
  • Ability to develop or enhance project management standards, processes or procedures.
  • Project management and budget process software experience is desired.
  • Evaluating organizational, personal, technical, and effective maintenance programs, procedures, schedules, and cost performance.
  • Code and regulatory requirements as they relate to nuclear facilities.
  • Skilled in software programs such as Asset Suite and MS Office programs.
  • Ability to maximize performance through leadership.
  • Strong problem solving and analytical skills.
  • Report writing and trending skills.
  • Ability to interact and present to senior executives and management.
  • Experience with C#, ASP.NET, .NET Core, and database management systems is a plus.
