SUMMARY
The Program Manager implements, manages and controls all program directives for a portfolio of contracts. This position ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. Responsible for all related contract personnel and operates the programs according to established policies/procedures and within stipulated budgetary confinements.
ESSENTIAL REQUIREMENTS
Project Management Institute (PMI)/Project Management Professional (PMP) Certification preferred.
Active TS/SCI security clearance required.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Manages staff across three separate military installations in Colorado Springs.
Serves as a focal point and provides program management guidance and expert support for a portfolio of contracts.
Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract/program requirements.
Possesses and exercises general knowledge of all technical and management areas of the portfolio of contracts. Acts as a technical advisor and implements processes and procedures for effective program management.
Ensures program goals and objectives are set and that all related program responsibilities/projects are assigned, completed on-time and within budget. Monitors progress and resolves any identified issues affecting successful project/program completion.
Makes certain results are documented.
Pays strong attention to cost and schedule management. Prepares periodic reports regarding status of contract schedules and budgets.
Exercises supervisory personnel management responsibilities. Develops program management competencies through training and coaching.
Ensures responsiveness and negotiates submitted proposals with the Contracting Officer Representative (COR).
Acts as an advisor to program areas regarding conferences, projects, deliveries and operations.
Performs a variety of complex deliveries. Effectively interfaces with senior customer officials, management and field operations.
Ensures compliance with all contractual requirements.
Serves as primary point-of-contact with government contract staff for reporting project status.
Responsible for effective communication with Contracting Officer and field operations.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

EDUCATION AND EXPERIENCE
Bachelor's degree in a tech or related field of study with minimum ten (10) years of experience.

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs.
Knowledgeable of and skilled in implementing "best-in-class" concepts/principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives.
Excellent leadership, capital planning, financial management, cost control, estimating and contract negotiating skills.

Ability to prepare, justify and administer program budget and to assess financial conditions.

Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and or boards of directors.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply commonsense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations. Ability to apply commonsense understanding to carry out simple one or two step instructions.
