Job Summary
Evaluate program eligibility of the Child-Care Assistance Program based on the Illinois Department of Human Services program guidelines. Assist families and child- care providers in navigating the program requirements.

Duties & Responsibilities

  • Program Delivery and Evaluation • Evaluate eligibility of parents to participate in the IDHS CCAP program, ensuring accurate calculation of income based on IDHS state databases. • Process incoming family and child care provider updates through the state databases, including CCMS and Bluezone. • Implement updated policies and procedures to guarantee a precise determination of eligibility. • Function independently, while managing required production expectations to ensure contracted timelines are met, while maintaining accurate records.
  • Program Leadership, Planning, Implementation • Build positive relationships with childcare providers, parents, and community members by educating them of available resources provided by CCRS and guiding them to navigate the available educational information and services in their community related to early care and education. Work with them through scheduled walk-in and phone shifts. • Educate and instruct child care providers on policies and procedures so that they are able to assist parents in the application process for the Child Care Assistance Program (CCAP). • Ensure that any CCAP program changes that occur within the contracting State agencies are incorporated into the evaluation process and communicated clearly to parents, child care providers, and community service agencies based on a strong understanding of the program changes. • Collaborate with community agencies, including the Family Community Resource Centers (FCRC) and the Department of Children and Family Services (DCFS), in order to outreach to families and child care providers, including providing services available within the service delivery area including Decatur, Danville, and Rantoul. • Manage the professional and educational social media accounts to clearly communicate policies and procedures, including timely updates.
  • Training and Professional Delivery
    • Attend community events and/or trainings within a regional area to educate child care providers on the policies and requirements of the CCAP program.
  • Organizational Requirements
    • Continue educational development by obtaining at least 15 hours of required job-related workshops, training, coursework, etc., per year.
    • Perform other duties that contribute to the mission of the University of Illinois as assigned.
    • Occasional local, regional, statewide travel required.
Minimum requirement

Bachelor's degree in Public Administration, Community Planning, Child Welfare, ECE, Child Development, or related field. Two (2) years of relevant work experience in social work, customer service, and/or early childhood development including experience working with low-income families.

Knowledge, Skills and Abilities
  • Knowledge of early childhood development, ability to interact with public with strong communication skills. Strong interpersonal and teamwork skills. Knowledge of computers and word processing software. Ability to prioritize a heavy workload, delivering results on a timeline and providing regular reports of activities and achievements.
Appointment Information

This is for two 100% full-time Civil Service 5002 - Program Coordinator positions, appointed on a 12-month basis. The expected start date is as soon as possible after 1/2/2025. Sponsorship for work authorization is not available for this position. The budgeted salary range for the position is $40,287 to $43,000. Out-of-state candidates must establish Illinois residency within 180 calendar days of the start date for this position. Illinois residency requires proof of a valid Illinois Driver's License or state of Illinois ID Card. Failure to produce the required documentation within 180 calendar days will result in immediate termination of employment. Work for this position will be expected to work at the University of Illinois Urbana-Champaign campus on a full-time basis per the University's Workplace Flexibility policy.
