SUMMARY

Bering Straits Professional Services, LLC (BSPS), a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Supply Analyst Sr. for the Defense Health Agency (DHA), National Capitol Region (NCR). This position will support one of the largest DHA networks and other health professionals in optimizing the health and wellness of populations. Through appropriate, effective, and efficient healthcare practices and service delivery this position will provide program management support through the analysis of DHN-NCR Network priorities and programs.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

    • Support management in the formulation, development and execution of policies and plans to assure programs meet regulatory goals and improve performance objectives.
    • Develops detailed plans, goals, and objectives that can cover the entire life cycle of a project.
    • Employs creative thinking to formulate goals/objectives and integrates them into a cohesive project implementation approach to satisfy customer mission requirements.
    • Defines major responsibilities and requirements for the assigned program area based on priority and urgency of situation.
    • Assesses current practices; and recommends program or procedural changes in subject matter areas being reviewed or evaluated.
    • Coordinates and interface with all members of the PMO and the NCR to organize, collect data, and report on NCR, DHA, and DOD TASKORDs, data calls, DOD scorecard, or other required compliance reporting.
    • Coordinate with the system managers to ensure that the supported systems at the MTF are notified of new compliance requirements, remediate, and report in a comprehensive and easy to understand dashboard.
    • Documents lessons learned to improve the implementation of any follow-on project phases or future implementations.
    • Holds meetings and coordinate with all stakeholders within and outside the NCR for unified agreement of priority project list and successful completion of program office goals and responsibilities.
    • Develop, writes and updates SOPs as required.
    • Serves as a process optimization and visualization architect utilizing programming skills, statistics, machine learning, artificial intelligence, data visualization and critical thinking skills.
    • Serves as principal consultant for data analysis utilizing statistical techniques while leveraging machine learning and artificial intelligence to speed analytical process and expand analytical capabilities.
    • Enables a culture of data and evidence-based decision making through leading the development of analytical products and services.
    • Identifies and evaluates new technology solutions for improving the collection and use of data.
    • Serves as technical advisor for the modernization of technical infrastructure to support data management, advanced analytics, and to enhance data value at appropriate cost.
    • Reviews the impact of the current and emergent infrastructure on data asset accessibility and coordinates with stakeholders to reduce barriers that inhibit accessibility.
    • Advise efforts to track and integrate data collections, data purchases, databases, physical data models, and linkages between data sets across the NCR.
    • Lead and integrate data lifecycle management activities and data quality measures on behalf of the NCR.
    • Oversee data standardization related activities to include the preparation, extraction, provisioning, protection, and dissemination of data.
    • Ensures that NCR data conforms to specific policy-related activities and, to the extent practical, with data management best practices.
    • Governs enterprise data assets and inventory to ensure data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of the NCR.
    • Collaborates with data stakeholders across levels, including leadership within and across NCR, other federal agencies, and industry leaders on data lifecycle matters, emerging technology, data sharing, regulatory imperatives, and security.
    • Serves as a liaison to the public and private Data Analysis Communities, as the Consultant for Technical Expertise, and provides expertise on all new major data-related or data- intensive and statistical initiatives.
    • Develops and maintains effective academic and industrial relationships to ensure NCR benefits from the best commercial practices and technologies.
    • Facilitate meetings, prepare high-level briefings, and ensure all logistics task and requirement are met.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)
    • Medical Treatment Facility experience
    • Knowledge of Healthcare Medical Supply Chain
    • BA in Bachelor of Science degree in Business Management or equivalent experience.
    • 5 - 8 years of work experience analyzing and interpreting data to provide insights of experience using conceptual data analytics to formulate hypotheses, determine assumptions to test, and interpret data / results.
    • Demonstrated experience overseeing enterprise data analytics. This includes experience creating and scaling operations, managing consultancy units, and promulgating data governance and analytics policies and best practices to leverage data for maximum business value.
    • Shall be able to fluently read, write, speak, and understand English.
    • Be a U.S Citizen

Knowledge, Skills, Abilities, and Other Characteristics
    • Knowledge of Healthcare Medical Supply Chain
    • Strong proficiency with Microsoft Office products.
    • Ability to thrive in a fast paced and changing growth environment.
    • Unwavering professional integrity and the ability to maintain confidentiality of highly sensitive company/employee information.
    • High level writing, facilitation, problem solving, analytic, and briefing preparation communications/briefing skills, and minute taking skills, and other duties as assigned.
    • System applications knowledge of all medical logistics operating systems, applications, and tools.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
