As the Vice President of Portfolio Surveillance, you will play a pivotal role in overseeing and enhancing the monitoring of our mortgage portfolio. You will be responsible for establishing and managing a command center for portfolio surveillance, automating business controls, and implementing business intelligence tools that enable proactive operational, financial, reputational, and credit risk management. Your focus will be to maintain the health of our mortgage portfolio by identifying early warning signs of procedural or compliance defects. You and your team will regularly analyze and communicate the state of portfolio risk, with the goal of continuously increasing reliability of our service for our clients and homeowners.

Responsibilities:

1. Portfolio Monitoring & Surveillance

    • Lead the ongoing review and analysis of the mortgage portfolio's performance, ensuring early identification of potential risks, including credit, operational, and compliance risks.
    • Work with the SVP, Portfolio Management, the CFO organization, and Information Technology (IT) to establish processes for continuous risk evaluation by analyzing performance metrics, trends, and delinquency patterns across clients, investors, agencies, and guarantors.
    • Collaborate with credit, operations, and finance teams to provide actionable insights and recommend risk mitigation strategies.
    • Develop an analytical framework and playbook of how to respond to changes in portfolio risk to cultivate a proactive and repeatable portfolio risk management discipline.
2. Command Center Implementation
    • Work with first and second lines of defense and IT to evolve and improve a Command Center to centralize near- and real-time monitoring of the mortgage portfolio's key performance indicators (KPIs) and key risk indicators (KRIs).
    • Work with IT to build dashboards and reporting tools for executives and stakeholders to provide immediate insights into portfolio performance, stress testing results, and market trends.
    • Ensure the command center functions as the operational hub for managing portfolio health, offering predictive analytics to forecast potential issues before they materialize.
3. Business Control Automation
    • Drive the automation of business controls, ensuring that risk assessments and monitoring processes are efficient, scalable, and minimize manual intervention.
    • Implement automated alert systems for process defects, negative performance trends, and service level and compliance breaches, enabling timely responses.
    • Collaborate with IT and data teams to integrate automation tools and AI-driven insights into the improving operational risk and reducing operational defects, strengthening our control environment.
    • Ensure controls are adaptable to changing market conditions and regulatory requirements while maintaining strong governance over the portfolio.

4. Regulatory Compliance & Reporting
    • Ensure all portfolio surveillance activities are in full compliance with OCC regulations and other applicable federal guidelines, including creating and maintaining documented processes, controls, and regularly conducted self-assessments.
    • Manage internal and external audits related to portfolio surveillance and control processes, addressing findings and implementing corrective actions as needed.
    • Work with the SVP, Portfolio Management and COO to prepare reports for senior management, the board, and regulatory agencies regarding the health of the mortgage portfolio and the effectiveness of risk mitigation strategies.

5. Leadership & Collaboration
    • Lead a team of analysts and portfolio managers, fostering a culture of proactive risk management and continuous improvement.
    • Work closely with stakeholders across credit, finance, compliance, and IT to ensure alignment on portfolio strategies and risk management practices.
    • Act as a thought leader in portfolio surveillance, establish necessary forums and communication cadences, regularly and proactively keeping the organization informed of industry trends, emerging risks, and new technologies in portfolio management and automation.

Qualifications:
  • Experience: Minimum 15 years of experience in portfolio management, risk management, or surveillance within the banking industry, with a focus on mortgages. Experience with OCC-regulated institutions with heightened standards is highly preferred.
  • Technical Skills: Strong knowledge of mortgage products, loan servicing, risk metrics, and OCC regulatory requirements.
  • Proficiency in data analytics, business intelligence tools, business rule development, automation requirement development using agile methods, command center tools, and use cases involving emerging technologies.
  • Leadership: Proven track record of leading cross-functional teams and driving initiatives that enhance risk management and control processes, and a highly collaborative approach to complex problem solving is required.
  • Education: Bachelor's degree in finance, business administration, economics, or a related field.
